Who might develop the proposed housing complex was a point of lengthy discussion during the meeting.

HRA Administrator Riaz Aziz told the board, "We want to be absolutely certain that we're not in competition with any private entities in the county. We're willing to work with a local developer who'd like to take the lead on the project."

Kittelson said the HRA could go to the point of building the complex, recouping the costs, and turning the property over to the co-op. "But if a local developer says this is going to work and they commit the monies, [the HRA will] get our money back and they can handle it themselves. I wouldn't have any objection to walking away."

HRA board member Robert McCrory said, "We're in the feasibility study now - where do we want to be? How long will it take to get there? Can we encourage a local investor? That would be nice, but I'm not sure anyone out there is willing to take it on. But it doesn't mean we can't do the feasibility study to get this going."

HRA board member Karin Tank said once they have schematics that are complete, the HRA would need to host an open house and create a formal legal agreement with the prospective buyers before any construction takes place.

Stephanie Howe, of studio e architects in Alexandria, has been hired to create the site plan and floor plan concept diagram.

The Pope County HRA will next meet Wednesday, July 22, at 8 a.m. in the Pope County board room.
