"I know it is confusing but they are really two different things," said Dinsmore. Just one year after the city council raised the tax levy by 75 percent, the Starbuck City Council approved a zero percent levy increase for 2010. The decision not to raise the tax levy, comes on the heels of decreasing Local Government Aid payments from the State of Minnesota to numerous cities and counties throughout the state. Since the city did not increase the levy, the 2010 levy and budget will emulate the 2009 numbers. The 2010 Total Certified Levy will be $800,000, of which $459,000 will go toward the General Fund, $14,000 toward the 9th and Pope St Improvement Project, $155,000 for the Storm Sewer Improvement Project, $87,000 for the Capital Improvement Project, and $85,000 for the 2009 Refunding Bond Payment. The $800,000 levy will be in addition to any LGA payments from the state. Due in part to the use of unallotment at the state level, those payments have changed continuously over the course of the past year. Of the $382,900 in LGA scheduled for payment in Starbuck, the state has already unallotted $73,865. Facing an increasing deficit at the state level, the council discussed on Monday night that the city should not plan on receiving the full LGA payment next year.
