In the search for information Rural Development did find a letter from the MPCA stating there were several areas of concern regarding the operating of the current pond system. If they could find that there was a potential for the system to be a health hazard for the residents of Lowry, Rural Development could then add another 95 points to the system and this would make the project fundable. However, even then Rural Development would need to find funding from another source. "With that all said," Mayor Larson stated, "It looks like we’re probably 2010 and beyond." "What about above ground storage systems?" asked council member Merle Farber. Mayor Larson shrugged, "That was something we talked about as temporary, but I don’t know if it would be something that would work for permanent use." Farber persisted stating that many farmers use such systems and he did not see why this could not be an option for a small city such as Lowry. "What I’m afraid of is that one of these days the MPCA will come out and say, we’re doing something regardless, and then what are we going to do?" Mayor Larson said he had asked the same of Rural Development and had been told as long as they were doing the paperwork and actively pursuing financing for the system, the MPCA would likely not get to aggressive regarding construction of another site. "Rural Development says they have never seen a situation where the MPCA forced someone to update when they did not have the funding to do so." Councilman Farber responded by saying, "To say never, is not a good idea because the only thing certain was change. One of these days the MPCA will come in and say you’ve had six years to fix he problem and then what?" Mayor Larson responded by saying they had tried to find a letter or correspondence that had the "teeth" in they needed in order to make the project fundable, but even the letter Farber was referring to did not have the needed language. Mayor Larson said Widseth, Smith and Nolting, the city’s engineers indicated that if the MPCA were to take some kind of regulatory action they would be much more lenient with the city since they were on a list for future construction pending financing. Also as long as the system is within testing guidelines the MPCA is not likely to take much notice regarding the inefficiencies of the system. Work is coming along nicely on the tennis court. The court has been paved and stripping should be done shortly. Poles have been placed and the 4-H is putting the basketball items together and will likely have it up within the next week or two. They are currently holding off so that the stripping could be done. The tennis net will be put up shortly as well it was noted. In other business:
